    The District’s last offer would increase average teacher pay in Chewelah to $67,439.  Under the new funding model the state provides the District with $65,216.  Certificated staff are funded at this level based on a prototypical state model utilizing student enrollment.  Chewelah uses levy funds to provide additional FTE as determined by our budgeting process.

Contract Negotiations

    Chewelah School District provides this information with the purpose of keeping the community and interested stakeholders informed on collective bargaining with district employees represented by The Chewelah Education Association (CEA). As the District negotiates contracts with each of our collective bargaining units that are ultimately “ratifiable” by the District’s Board of Directors, we seek settlements that: 

    • Provide fair, equitable, and regionally competitive compensation.
    • Are fiscally sustainable, and threaten neither the short nor long-term financial health of the District.

    Information on this webpage serves to provide an overview of negotiations proceedings and an archive of the bargaining teams’ efforts to reach agreement related to the negotiation and renewal of union contracts.

    Negotiation Updates

     

    October 4-5th

    Chewelah School District and the Chewelah Education Association met on October 4th and 5th with a mediator to continue negotiations. Although agreement was not reached during the mediation sessions, follow-up conversations between District representatives and CEA representatives on Sunday October 6th produced a tentative agreement. This agreement was ratified by CEA and is pending approval by Chewelah's Board of Directors at their next meeting currently scheduled for October 17th.  

    September 21st - Mediation:

    The Chewelah School District's bargaining team, the Chewelah Education Association team, and an independent medicator met at the District Office beginning at 9:00 a.m. on Friday, September 21st to continue with contract negotiation.  The following links below are the proposals presented by both teams.

    September 5th:

    Chewelah School District’s bargaining team and the Chewelah Education Association met again on September 5th at 5:30 in the District Office Board Room. At the conclusion of this meeting CEA and the District mutually agreed to seek contract mediation through the Public Employment Relations Commission.

    District Salary Schedule w/costs: The District proposed the following salary schedule – CLICK HERE. In order to fully understand costs of this proposal, the District prepared a spreadsheet calculating the cost of implementing the proposal. This new proposal increases the total certificated compensation to $3,371,932 and includes approximately $269,180 of new money compared to the total certificated compensation for 2017-18. This new proposal provided an average increase of 10.48%.

    CEA Salary Schedule w/costs: CEA proposed the following salary schedule on August 29th – CLICK HERE. In order to fully understand costs of this proposal, the District prepared a spreadsheet calculating the cost of implementing the proposal.

     

    August 29th:

    The District and CEA were able to reach tentative agreement on additional language issues and exchanged additional salary proposals.

     

    August 23rd:

    The District proposed a salary schedule based on 180 days with additional four days at per diem rate. The average increase in total compensation was 9.4%. The top total compensation moved up to $79,132.00.

    CEA countered with a salary schedule based of 180 days plus six TRI days ranged from a starting salary of $42,509 to a top salary of $90,609.

     

    August 20th:

    Chewelah School District’s bargaining team and the Chewelah Education Association met for just over five hours on August 20th multiple language issues were agreed upon. CLICK HERE FOR TENTATIVE AGREEMENTS

    The District proposed a new salary schedule that included stipends for longevity.  CLICK HERE

    CEA countered with a salary schedule based of 180 days plus six TRI days (six additional days of pay that teachers may claim for additional work). CLICK HERE

    August 6th, 8th , 15th and 16th: Chewelah School District’s bargaining team and the Chewelah Education Association met to conduct negotiations for a successor collective bargaining agreement. Multiple articles and language issues were tentatively agreed upon. Formal exchange of salary proposals occurred on August 16th. A new salary model is required as the Washington State Salary Allocation Model (SAM) was eliminated by the legislature in responding to the McCleary case.     Superintendent's Message

    The passion that our staff has in Chewelah is second to none when it comes to educating every student in our school system. We truly have embraced and adopted every way there is to teach to give our students the best chance to succeed. Thanks go out to our community for your support and teamwork that it takes to be a successful educational community. Your continued support of our local levy makes up 12 percent of our budget. Our students have as varied a curriculum as you can find in larger districts. Not only do we offer solid core classes in Science, Technology, English and Math we offer a rich selection of CTE courses, art, drama and music. Our students also have the option of a blended curriculum that can include Home Link and online classes.
